He was born in 1981 in the re­gi­on of Che­ly­abinsk. Af­ter gra­du­ating from the­at­re scho­ol he was awar­ded pres­ti­gi­ous pri­zes for his ro­les in the Kost­ro­ma the­at­re. When he was a stu­dent in Che­ly­abinsk he to­ok an in­te­rest in con­tempo­rary dan­ce. At first he ne­eded it just for his ac­ting work. He then be­gan ta­king part in dan­ce fes­ti­vals, work­shops and mas­ter clas­ses. Be­ing in­volved in Kost­ro­ma the­at­re com­pa­ny, he had not fo­und any fes­ti­val nor con­tempo­rary dan­ce com­pa­ny as such and so cre­ated “Di­alo­gue Dan­ce” in col­la­bora­ti­on with Ivan Es­tegne­yev. The lat­ter be­came ar­tistic di­rec­tor, Ku­lagin – ad­mi­nist­ra­tor. 

 
No­wada­ys they par­ti­cipa­te both in com­pa­ny per­forman­ces as dan­cers and cho­re­og­raphers. Ev­ge­ny Ku­lagin has be­en in­vi­ted to in­terna­ti­onal fes­ti­vals on mo­re than one oc­ca­si­on. Be­sides pro­jects with “Di­alo­gue Dan­ce” one of his most im­portant works is “Ali­bi”, which he cho­re­og­raphed in col­la­bora­ti­on with Ivan Es­tegne­ev at the well-known Yeka­terin­burg the­at­re “Pro­vin­ci­al Dan­ces”.
